Help: Rainmeter Application • automatic lock screen

I read that as wanting a skin that emulate the lock screen. So when there's no activity, a rainmeter skin is activated.

Don't know why else they'd ask otherwise as you set your PC to lock after certain time has passed within windows settings.

In that case the answer is simple: you don’t.

Rainmeter can’t be used as lock screen because even if you enabled click through, or disabled right mouse actions to avoid the context menu from showing up, anyone can simply press ctrl+right click and unload the skin. Let alone simply killing the RM process.

Rainmeter can’t in no way restrict the user from using the pc.

It can be done as a simple smoke screen however I wouldn’t rely on that.
