I'm a bit mystified about the issue you are seeing, but it definitely smells like you found a bug, unfortunately. I did change the way clock speed is calculated in v7.9.0, so something must be borked in my logic. In any case, we can get things back to working pretty easily...
First off, I will assume that you have not made any customizations to the skin. Next, any chance you are running Windows 7? Are you running 64-bit or 32-bit Windows? You can get the details from the Rainmeter > About > Version tab and paste them here if you want.
Returning to the problem, I have two PCs 1 desktop and 1 laptop but the problem on both is the same.
On both computers I installed win 11 64 bit, here is the report you asked me (identical also for the other PC)
